Do all breeds of parrot have the ability to speak?

Do all breeds of parrot have the ability to speak, if properly trained or are there some breeds that CANNOT speak at all?

    I really think African Greys and Amazons are comparable in their talking ability.
    I wouldn’t say African Greys are necessarily the absolute BEST in the bird world.
    Amazons are, I feel, nose-to-nose with the african grey.

    I would think the breeds that you shouldn’t select based on their ability to talk would be: Parrotlets, Lovebirds, Cockatiels and Budgies.

    While some do learn a few words or catch phrases here and there, most of their abilities lie in mimicking whistles and tunes, not necessarily repeating words.

    PS: Just because AGs and Amazons or any other species are historically known for the ability to mimick human speech doesn’t mean the parrot you get will EVER talk, or talk extensively.
